The memorial is organized in three levels: the highest is garden level at street elevation. It contains a prairie and apple orchard planting and a small building for family visitors. The middle contains "Rooms of Light" below each footprint, an "Offering Path" and the unidentified remains in the North footprint. The Rooms of Light are huge white rooms with gray Manhattan schist walls along the connecting passageway. The lower level contains 2,982 "altars" for the public. Each altar has the name of a victim inscribed in a stone top.
