The memorial includes a street-level landscaped park for public ceremonies with a circular skylight contain a vertical "Blue Laser Light" projecting upwards. The park contains a symbolic portion of soil recovered from the Trade Center site. The memorial also includes an underground level with unidentified remains, a wall of names, a plaza and an illuminated reflection pond. The below-ground area contains areas for contemplation and visitation. The circular glass enclosure is a monument to the unidentified remains.
