World Trade Center Tower 4 got above street level last week as the first steel arrived for the project at the southeast corner of the site. Contractors for Silverstein Properties had been constructing the tower’s concrete foundation until now. Tower 1, a k a the Freedom Tower, the only other tower under construction at the W.T.C., is also rising over the ground. Meanwhile, the site’s future construction remains uncertain as the Port Authority, which is building Tower 1, and Silverstein remain locked in an arbitration battle.
