Metropolitan Transportation Authority officials first began reporting the delays at about 7 p.m. MTA police also limited access to Penn Station after crowds of riders waiting for delayed trains began to form. After an inspection crew deemed the bridge safe, service was permitted to resume around 7:30 p.m., though significant delays persisted until late Tuesday.
