The weeklong HOWL! Festival of East Village Arts filled Tompkins Square Park and neighborhood venues with art, music, dance, film and poetry last week. This year’s festival paid special tribute to Allen Ginsberg and his seminal poem “HOWL!”, from which the event takes its name.
