Transit Sam: Week of Mar. 31, 2016

Dates: Thurs., Mar. 31 – Wed., Apr. 6

ALTERNATE SIDE PARKING RULES ARE IN EFFECT ALL WEEK

Bridge and tunnel woes ahead each night this week! Be sure to follow me on Twitter @GridlockSam, and check the website www.GridlockSam.com for more traffic updates as the week unfolds.

In the Lincoln Tunnel, the New York-bound south tube will close 11 p.m. Thursday to 5 a.m. Friday. During the same hours, one inbound lane of the Holland Tunnel will close. That spells major slowdowns into Lower Manhattan and on Canal St. all night long.

In the Brooklyn-Battery Tunnel, one tube will close Monday through Friday nights 9:30 p.m. to 5:30 a.m. One tube will also close 1 a.m. to 8 a.m. Saturday. During the closure, two lanes of traffic will remain in the open tube.

A Vietnam Veterans Day event Saturday will close the west curb lane on Water St. between Old Slip and Coenties Slip, and the north curb lane between Water and Front Sts. midnight to 8 a.m.

On the FDR Drive one or two lanes will close in both directions between Broad and Dover Sts. 10 p.m. to 5 a.m. Thursday and Friday nights, and 1 a.m. to 6:30 a.m. Saturday. Thursday and Friday, one lane will also close on the northbound ramp near South St. 11 p.m. to 4 a.m.

In the Battery Park Underpass, there will be a full closure of the south tube from the FDR to West St. 10 p.m. to 5 a.m. each weekday night, and 1 a.m. to 8 a.m. Saturday morning. Use the detour by going south on West St., left onto Battery Pl., continuing onto State St., and going one block north on Water St., then right onto Broad St. The North and South tubes will fully close in both directions from 1 a.m. to 5 a.m. each weekday night. For the North tube detour, exit onto South St., continue on to Whitehall St., turn left onto State St. to Battery Pl., and then turn left onto Battery Pl. to West St.

The Stone St. Pedestrian Mall will close Stone St. between Broad St. and Hanover Sq., and Mill Ln. between S. William and Stone Sts. 11 a.m. to 10 p.m. each day this week.

From the mailbag:

Dear Transit Sam,

There’s a bus lane that’s adjacent to my building and I’ve noticed taxis and private cars dropping off and picking up passengers from the bus lane. Are they allowed to do this?

Peter, New York

Dear Peter,

Yes, they are. A recent amendment to the bus lane rules (subdivision (m) of Section 4-12) in the NYC Traffic Rules allows that non-bus vehicles may “temporarily enter or leave the bus lane for the purpose of and while actually engaged in expeditiously receiving or discharging passengers, except when such activity is prohibited by signs (i.e. a ‘No Stopping’ sign) or rules.” So, it’s okay, but all stops must be snappy and made safely!
