Bolton-St. Johns elevates six dynamic individuals to partner positions

In a strategic move to strengthen its leadership team, Bolton-St. Johns (BSJ), one of New York’s top lobbying firms, announced the promotion of six new partners within the firm.

Keyla Antigua, Justin Berhaupt, Joseph DeRosa, Debra Feinberg, Bill McCarthy Jr, and John McCarthy were each promoted as Partners. The elevation of these six individuals to Partner positions strengthens BSJ’s position as a premier lobbying firm in New York. 

These accomplished individuals have demonstrated unwavering commitment and leadership within the firm and are recognized as rising stars in the field. Antigua has been a pivotal figure for over five years, leading lobbying campaigns in areas such as City and State legislation, regulation, procurement, and budget matters. Her expertise extends to diverse sectors, including labor unions, Fortune 100 companies, non-profits, minority and women-owned businesses, and technology firms. 

Berhaupt, with over two decades of public policy experience, has been a Partner at BSJ since 2001. His journey began in the New York State Assembly, and he later served as legislative director and counsel to then Senator Schneiderman when Democrats gained the majority in the State Senate in 2009. Over the past five years at BSJ, Berhaupt has navigated the complex political landscape of Albany, securing funding for capital projects and advocating for changes in regulations that benefit New York’s largest industries.

Joseph DeRosa, leading the energy practice at BSJ, joined the firm in 2014, bringing over fifteen years of experience in shaping clean energy policy in New York State. His work focuses on advancing the business priorities of market-leading clients in clean energy, cannabis, transportation, technology, and procurement. DeRosa’s efforts have resulted in major legislative, procurement, and budget victories, earning him recognition as an “Albany 40 Under 40 Rising Star” and a spot on City & State Magazine’s 100 Most Responsible New Yorkers List.

Feinberg contributes extensive experience from both government and the private sector, specializing in housing issues, transportation, media, and economic development. Her previous roles include Director of Operations at Steiner Studios, where she played a key role in real estate development initiatives. Feinberg’s career started as a media and real estate attorney, followed by serving as chief of staff for the Chair of the Assembly Housing Committee.

Bill McCarthy, who joined BSJ in 2018 as Senior Vice President, brings a unique background with experience as Assistant General Counsel at The New York Racing Association, Inc. (NYRA). His responsibilities at NYRA included managing relationships with legislators and overseeing the re-privatization of NYRA. Bill’s previous roles include Counsel and Policy Advisor in the New York State Senate and Assistant Attorney General in the New York State Attorney General’s Office.

John McCarthy has been with BSJ since 2010. His prior experience includes working at Nixon Peabody, LLP, representing clients in private equity and leveraged buyouts. John’s expertise extends to employment and labor issues, gained through his work at the New York State Governor’s Office researching legal issues and implementing legislative policy.
