Residents of 23 Second Ave. were evacuated on Thursday after next-door construction at the second AvalonBay project caused the cellar floor to collapse and a crack to form in the southern foundation wall, according to Tori Edmiston, a Department of Buildings spokesperson. Two violations were issued, one to the contractor for failing to protect the adjacent property, the other to the landlord for illegal occupancy on the second floor. As of Tuesday night, the vacate order remained in effect for the eight residents.
