Jim Hart, chairperson of the Greenwich Village-Chelsea Chamber of Commerce, standing, was in good form on Tuesday, cracking up City Council Speaker Christine Quinn, who spoke at the chamber’s lunch about the concerns of area businesses and residents. Quinn praised Mayor Bloomberg for including recommendations from the City Council in this year’s budget, including improving bulletproof vests for police officers and adding library funding and summer youth jobs to the baseline of the budget. She also addressed the concerns about nightlife, saying that another summit will be held in the future for local colleges to discuss their responsibility in keeping the scene under control.
