The proposed 23rd St. Business Improvement District for the Madison Sq./23rd St./Flatiron District is in the final stage of its approval process. This BID would serve the area from Third to Sixth Aves. along E. 23rd St. and from 21st to 29th Sts.
Property owners would pay an assessment of six cents per commercial square ft., which the city would collect and return to the BID. Depending on lease agreements, assessments could be passed along to commercial tenants.
A steering committee, headed by Sharon Ulman, president of the 23rd St. Association, includes representatives of major interests in the area.
“We’ve been working on formation of the BID for more than a year and a half,” said Ulman. Illegal street vendors, homeless outreach, street signs that misdirect motorists, illegal retail signs and awnings and street sanitation are among the top issues, Ulman said.
Claire Haaga Altman, president of Housing & Services Inc., the nonprofit developer of the Kenmore supportive-housing residence on E. 23rd St., is interim chairperson of the BID board of directors.
Directors include Carole Dixon, of Rudin Management; Greg Reed, of Met Life; Gregg Schenker, of AB Partners; James Buslik, of Adams Real Estate; Geoffrey Gural, of Newmark & Co. and Flatiron Associates; Robert Frankel, of GVA Williams; Thomas P. Conley, of the Toy Industry Association; Tom Arbuckle, of the Toy Center and Cushman & Wakefield; Steve Dore, of New York Life; and George Glatter, of the city Department of Small Business Services.
