On Monday, the federal government announced its final ruling concerning the boundaries for the Victim Compensation Fund, part of the James Zadroga 9/11 Health and Compensation Act. Previously, only residents south of Reade Street in Lower Manhattan would have been able to apply for compensation. But V.C.F. Special Master Sheila Birnbaum has concluded since that the zone affected by the “dust cloud” that formed immediately following 9/11 extended all the way to Canal Street.
