Jill Feeley, 25, who went topless while wearing an American flag as a miniskirt at Columbus Circle on Sun. Aug. 14 with 10 other women bicycle riders, said she was grateful police saved them from a bunch of excited men who rushed the group at 4:30 p.m. There were no arrests. However, Feeley’s lawyer, Jeffrey Rothman, said Feeley would sue the city for arresting her on Aug. 4 during a topless appearance on Delancey St. In the Aug. 4 incident, she was held for 12 hours before being released with no charges filed. Rothman said the suit would affirm the right of women as well as men to go “top-free,” as affirmed in a 1992 State Court of Appeals decision.
