Borough of Manhattan Community College’s Fiterman Hall, which was heavily damaged in the Sept. 11 terrorist attacks, will be reopening this fall as a sleek, 14-story building overlooking the World Trade Center. The building, which will house a fine arts gallery, a public café and a rooftop conference center, will increase B.M.C.C.’s overall classroom capacity by one-third.
