Richard Gage of the state Dept. of Environmental Conservation tested a truck for illegal emissions on West St. near the World Trade Center site Tuesday. With the expected increase in truck traffic caused by large construction projects at and near the W.T.C., the Lower Manhattan Construction Command Center and D.E.C. will be setting up checkpoints periodically to make sure trucks are not spewing too much black smoke. This truck was not emitting any black smoke but officials can randomly stop vehicles and this one passed the inspection. Inspectors were happy that it was hard to find any black smoke on West St. Tuesday.
