ALTERNATE SIDE PARKING RULES SUSPENDED TUESDAY AND WEDNESDAY FOR SUCCOTH
The Community Board 1 Block Party will close Broad St. between Water and South Sts. from 10 a.m. to 6 p.m. on Thursday.
The Avon Walk for Breast Cancer will close many streets in lower Manhattan on Saturday from 6 a.m. to 4 p.m. There is also a walk on Sunday but that affects streets to the north. Saturday’s route will wind through the West Village to Soho, the Financial District, across the Brooklyn and Manhattan Bridges, and the East Village. Here are just a few major closures to look out for: Bleecker from Eighth Ave. to Mercer St., Mercer St. between Bleecker and Howard Sts., Lafayette St. between Howard and Duane Sts., Chrystie St. between Canal and Houston Sts., Houston St. from Bowery to Second Ave., and Second Ave. between E 10th and E. 17th Sts. These are main thoroughfares to avoid, but closures there will be linked by smaller streets, as well.
The Giants come home this weekend to take on the Baltimore Ravens at 1 p.m. on Sunday at MetLife Stadium. There’s sure to be a crowd headed to the Meadowlands to see this battle, which will mean that the Lincoln Tunnel might experience delays, as will the Holland during the midmorning as fans head to tailgate before the game. Traffic will pick up again around 5 p.m. when the game ends.
Monday through Friday, construction work on the Brooklyn Bridge will close one lane to Brooklyn from 1 a.m. to 3 p.m. and one lane to Manhattan from 10 a.m. to 2 p.m. and 11 p.m. 6 a.m., slowing down traffic in the City Hall Park area during rush hour times.
Roughly 11:30 p.m. Friday to 5 a.m. Monday the following subway service changes will affect lower Manhattan:
- A trains will run on the F line from W. 4th St. to Jay St.-MetroTech;
- E trains will run on the F Line from W. 4th St. to 21 St-Queensbridge;
- A and C trains skip Spring, Canal, Chambers, or Fulton Sts;
- The 3 train will not run, take the 2 and 4 trans instead;
- C trains will also run along the F line on Saturday and Sunday;
- No PATH service to 33rd, 23rd, 14th, 9th, and Christopher Sts. midnight Saturday to 5 a.m. Monday.

Dear Transit Sam:
I got a ticket for on Columbus Day while parked in an area marked No Parking 8 a.m.–6 p.m. Monday through Friday. Columbus Day is a federal holiday so I thought Sunday rules prevailed. I checked and now see that only alternate-side-parking rules were suspended. How can someone tell if a federal holiday has Sunday rules or just ASP suspended?

Here’s a way to remember which days have Sunday rules and which do not. It’s not easy so read this a few times.
If a holiday is:
- named after a person only ASP rules are suspended (i.e. Martin Luther King Day, Presidents’ Day-nee Washington’s Birthday, Columbus Day etc.) . The lone exception would be Christmas when Sunday rules would be in effect.
- ethnic (Succoth, Eid, Diwali etc.) only ASP rules are suspended.
- not named after a person (Memorial Day, Thanksgiving etc.) and is not an ethnic holiday Sunday Rules are in effect except if it falls within the first two weeks of November (Election Day and Veterans’ Day).
Pretty easy- right? Not!
