A woman, with her dog properly on leash, jogged through the Greenwich Village section of Hudson River Park past a parked Park Enforcement Patrol vehicle earlier this month. The Hudson River Park Trust, the state-city authority that operates and is building the 5-mile-long park, is instituting a 16-hour supplemental training course for new PEP graduates from the Park Enforcement Academy who are assigned to patrol Hudson River Park. Interaction with dog owners and dog walkers will be covered under the category of “sensitivity training.”
