It may look like a Downtown Alliance officer getting tips from one of New York’s Finest, but actually First Precinct motorscooter officer Devon Batignani was getting cooking advice from the woman in the parka, none other than celebrity chef and author Rachael Ray. Asked what he liked to cook, Batignani said “I just go through her book, one after another.” Ray came Downtown Monday to help promote the Alliance’s $30-dinner deals at over 30 Lower Manhattan restaurants. “I plan to go to Roy’s because my mom’s a huge fan,” Ray said.
