Last Thursday night, during the peak of the brutal heat wave, Mayor Bloomberg was issuing a citywide warning to all New Yorkers to conserve energy by shutting off nonessential utilities in order to avoid a blackout. Bridge lights, for example, were turned off, the mayor noted. Yet, on Thursday night, just before 10 p.m., the front of the city’s Municipal Building on Centre St., right next to the Brooklyn Bridge, was illuminated with high-wattage floodlights. Nearby, the top of the privately owned Woolworth Building was also washed with floodlights. Mark Daly, a spokesperson for the Department of Citywide Administration Services, which operates the Municipal Building, said the lights come from the intersection leading onto the Brooklyn Bridge and do not belong to the Municipal Building. He said he wasn’t sure exactly which agency controls the lights. Daly said the Municipal Building turns off its lights on top of the building at night.
