Idea: The names of the victims would be etched in glass and would have a flowing water background. There would be a street-level plaza connected to the North Tower. The South Tower would be below street level and have a reflective pond which would be illuminated at night. The names of the victims would be grouped by employer, fire company or police precinct. The footprint areas would only be open to family members.
Maintains Libeskind cultural building layout.
Accessibility: Street-level plaza would be separated by a view of the slurry wall.
