Idea: A cloud-like sculpture would be over radiating lights representing each victim. A line of rescuers or ribbon would connect rescuers together. A street-level, translucent plaza with a view down to the slurry wall would be over the cloud.
Maintains Libeskind cultural building layout.
Accessibility: Provides a street-level walk-through area over the West St. slurry wall.
