Phil Hartman, head of the Federation of East Village Artists and commissioner of the East Village Softball Association, left, caught up with Manny Rodriguez, president of the Felix Millan Little League, at the La Plaza Armando Perez dedication ceremony on E. Ninth St. last Sunday. Hartman’s Two Boots team recently lost for the fourth frustrating year in a row to dba in the softball championship, after having won it the first three years.
