ALTERNATE SIDE PARKING RULES ARE IN EFFECT ALL WEEK
Slow-going for returns into Manhattan Thursday night! All Manhattan-bound lanes of the Brooklyn Bridge will close 11 p.m. Thursday to 6 a.m. Friday, coinciding with the closure of one New York-bound and one New Jersey-bound lane in the Holland Tunnel 11 p.m. Thursday to 5 a.m. Friday. Further north, the New York-bound south tube of the Lincoln Tunnel will close 11 p.m. Thursday to 5 a.m. Friday. This closure trifecta means that Lower Manhattanites coming home in the late night will either detour to the Manhattan or Williamsburg bridges headed west, or to a slowdown in the tunnel and on Canal St. headed east.
The Stone Street Pedestrian Mall is back in effect on Stone St. between Hanover Square and Broad St., and on Mill Lane between Stone and South William Sts. The streets will close 11 a.m. to 10 p.m. daily through November.
One of two lanes will close in either tube of the Battery Park Underpass from West St. to F.D.R. Drive, Monday through Friday 10 a.m. to 3 p.m. and 10 p.m. to midnight.

Dear Transit Sam,
I would like to know, how can I win a case for parking in a safety zone when alternate side parking regulations were suspended due to snow?
In my first appeal I wrote the following: On Jan. 29, 2015 I was issued a traffic violation ticket for the following reason — Safety Zone. It is important to mention that Alternate Side Parking (Street Cleaning) was suspended due to snow on this day as well. Evidence shows that there are no ‘Safety Zone’ signs put in place within these parameters. Additionally, the evidence presented shows that there were other vehicles parked in front and behind my vehicle, respectively. Those vehicles along with the other vehicles parked on the alternate side (as shown in the picture) did not receive a Safety Zone traffic violation.
The response that I received from the N.Y.C. Department of Finance is that I violated Traffic Rule 4-08(f)(6) by standing or parking a vehicle in a safety zone, between a safety zone and the adjacent curb or within 30 feet of points on the curb immediately opposite the ends of the safety zone. They wrote that if any portion of the vehicle extends into the safety zone it is considered a violation, and they found me guilty. What do you think?

Dear Moses,
This looks like a ticket you won’t be able to fight. Safety zones are not marked by signs, but instead with white, striped lines, like in the picture below:
The picture you sent shows snow on the ground, but even still, the Safety Zone markings are still clearly visible. You’re never allowed to park in a Safety Zone, so alternate side parking rules aren’t relevant in this case. As to why other vehicles in front and behind you weren’t ticketed, it’s possible that they weren’t parked there when the agent went by. The best course of action is to pay the fine and beware of the white striped lines in the future.
