ALTERNATE SIDE PARKING RULES ARE IN EFFECT ALL WEEK

Major changes in Lower Manhattan for the better! The opening of the new Fulton Center and its 27 entrances means sunlit subway transfers and continued Downtown resurgence. Watch for increased pedestrian activity in the area.

Now that the W.T.C. is open, Vesey St. is open to pedestrians and cars between Washington and West Sts., and Fulton St. is now open to pedestrians between Washington and West Sts. Vesey St. was widened to make room for extra pedestrians between Washington and Church Sts. but this segment remains closed to cars for the time being.

Remember, readers: the new default speed limit on streets citywide is 25 m.p.h. Slow down!

On West St./Route 9A, one southbound lane will close between Vesey and West Thames Sts. 10 a.m. to 3 p.m. Thursday and Friday. Thurday, the right-side northbound lane will close at Jane and at West 13th Sts. from 9:00 p.m. to 6:00 a.m.

Brooklyn Bridge closures continue! All Manhattan-bound lanes will close Monday through Thursday nights, 11 p.m. to 6 p.m.

The Giants play the 49ers 1 p.m. Sunday. That means fan traffic to the game will hit Lower Manhattan as drivers avoid the Lincoln Tunnel and head south for the Holland Tunnel.

Dear Transit Sam,

Last week in Soho when I was getting picked up to head to the airport my driver told me he had just received a ticket. I told my driver I would come to you for some advice. What happened is this: he pulled into a muni meter space, paid for 15 minutes of parking and then waited to pick me up. In the ten minutes or so while he was waiting, he received a ticket for not feeding the muni-meter. But, he actually did feed it. My driver tried to show the traffic agent his muni meter receipt, but the agent wouldn’t look at it. If he pleads not guilty and includes a copy of the muni meter receipt, will he be found not guilty?

Dear Michael,

From what you’re telling me, I suspect the agent cited your driver for “Failure to Display” a muni-meter receipt. Section 4-08 (h) (10) (ii) of the New York City Traffic Rules states that “no person shall, in any parking space controlled by a muni-meter, park a vehicle without displaying a payment receipt in the windshield.” The receipt must be clearly visible for the agent making his/her rounds. Unfortunately, the agent that happened to ticket the driver didn’t seem to have much patience. Let’s hope the judge finds your driver’s testimony and his receipt as compelling enough evidence to dismiss, but it’s no slam-dunk.
