Idea: Lights representing each victim hang above a reflecting pool at varying heights to mark the age of the honoree in two sanctuary spaces matching the Twin Towers’ footprints. Each votive could be lit by a family member. Above the lights would be green plaza space, a view of the slurry wall and a wall along Liberty St. with text about the heroism and tragedy of Sept. 11. The names of the victims would be listed alphabetically on the walls surrounding the sanctuary spaces.
Maintains Libeskind cultural building layout.
Accessibility: Plazas are below street level.
