Jan. 4, in Times Square, from left, Robert Groves, director of the Census Bureau; Gary Locke, secretary of the Department of Commerce; and Mayor Mike Bloomberg announced the 2010 Portrait of America Road Tour, an effort to encourage participation in the 2010 national census. Census forms will arrive in mailboxes March 15-17. The U.S. Constitution mandates that a census be taken every 10 years, and that the number of House of Representatives members be apportioned accordingly. Also at stake is federal funding.
