The Kenmore Hall residence celebrated the 10th anniversary on June 29 of the federal takeover of the formerly crime-ridden building at 145 E. 23rd St., where drug dealers once terrorized low-income tenants. A Kenmore resident for more than 15 years, Bob White (at podium in photo left), spoke about the bad old days, as Claire Haaga Altman, executive director of Housing & Services, Inc., looked on. Housing & Services has been running the Kenmore as model supportive housing for 325 formerly homeless people since 1996. Officer Scott Kimmins (saluting in photo at right), who patrolled the corridors of the old Kenmore and made many drug-related arrests, was honored at the ceremony in front of the residence. Kimmins is retiring after 20 years, all at the 13th Precinct. Joining the celebration were Susan Ulman, president of the 23rd St. Association; Arlene Harrison, president of the Gramercy Park Block Association; and Michael T. Cohen, president of GVA Williams Real Estate.
