Candles expressed the wish for an end to the Iraq War at a National Take a Stand Day vigil at Union Square on Aug. 28. This month, after hearing the White House’s report on the troop surge, Congress will decide whether the U.S. should spend another year fighting what is increasingly perceived to be an unwinnable war.
