Bradley Campbell (artist, New York) and Matthias Neumann (architect originally from Germany, currently lives in New York)

Idea: The memorial would have an inclined plaza leading to a reflecting pool. A below-ground museum would have a view of the slurry wall. The names of the victims would be grouped by the place where they died.

Changes Libeskind cultural layout to create an underground museum.

Accessibility: Street level access at the corner of West and Liberty Sts.
