For the second consecutive summer, a “pop-up cafe” has popped up outside Local cafe, on Sullivan between Prince and Houston Sts. Looking like a small, outdoor patio, with wooden-bench seating and a large shade umbrella, it takes up two parking spaces. Although a number of local eateries applied for the pop-ups last year, Community Board 2 O.K.’d only this one. The other proposed locations generated complaints from neighbors, who felt the street-side cafes would bring noise and block traffic.
